Headquarters Multinational Division South – East (HQ MND-SE) is a North Atlantic Council (NAC) activated NATO military body under operational command (OPCOM) of Supreme Allied Commander Europe (SACEUR). In accordance with NAC decision, the HQ MND-SE enjoys NATO International Military HQ status pursuant to the Paris Protocol and any Supplementary Agreements between NATO nations and Supreme Headquarters Allied Powers Europe (SHAPE).
HQ MND – SE, under Joint Force Command Naples (JFCNP) operational control (OPCON), is prepared to command and control an Article 5 operation - Collective Defence, as a divisional headquarters in the south-east region based on NATO advance planning, as authorized by the NAC and directed by SACEUR, in order to contribute to the security of the Alliance territory and populations.
September 1, 2015, the 1st Infantry Division „DACICA” was transformed into HQ MND-SE by the Order of the Romanian Ministry of Defense, Mister Mircea Dușa.
The activation ceremony of the headquarters was celebrated on December 1, 2015, in Bucharest, which represented the official integration of HQ MND-SE into the NATO Force Structure (NFS) based on the implementation of the Readiness Action Plan (RAP) from Wales Summit, 2014.
July 1, 2016, HQ MND-SE held Initial Capability Declaration Ceremony.
March 22, 2018, HQ MND-SE achieved Final Operational Capability during a ceremony held in Joint National Training Center in Cincu.
HQ MND-SE has among its personnel officers, warrant officers (WOs) and non-commisioned officers (NCOs) from 15 contributing nations: Albania, Bulgaria, Canada, France, Germany, Greece, Hungary, Poland, Portugal, Slovakia, Spain, Turkey, United Kingdom and United States plus Romania, which is the framework nation.
